Heat oven to 325° F.
Line the bottom of a 8"x8" baking pan with parchment paper and spray it with cooking spray.
Melt the butter in a microwave safe mixing bowl (about 25-30 seconds).
Add the sugar and stir.
Add the oil and cocoa powder. Mix well. Let cool a few minutes if very warm.
Whisk in the vanilla and eggs.
Stir in the flour, baking soda, salt.
Stir in the chocolate chips.
Add the batter to the prepared baking pan and spread evenly.
Bake for 30 minutes, until the brownies look set and a knife inserted into the middle comes out with just some moist crumbs. Try not to over bake. It's better to slightly under bake to get that fudgey consistency.
Let cool completely, then frost with a chocolate frosting*.
