Preheat oven to 350° F and spray a 13”x9” baking dish with nonstick cooking spray.
Heat a large frying pan over medium-high heat. Add the ground beef, onions, and bell peppers. Cook until ground beef is no longer pink and onions and peppers are soft.
Drain, and add garlic, taco seasoning, pepper and red pepper flakes.
In a bowl, combine Worcestershire sauce, diced tomatoes, rice and beef broth. Add to the meat mixture and stir to combine.
Add the mixture to the prepared baking dish.
Cover the baking dish tightly with foil and bake for 1 hour, or until the rice becomes tender.
Remove from the oven, remove and discard the foil. Top with shredded cheese, place back in the oven uncovered and cook for an additional 5-10 minutes or until the cheese has melted.
Serve hot.
