In a small bowl, combine the brown sugar, paprika, chipotle pepper seasoning, salt, garlic powder, onion powder, cumin, and black pepper and rub over the entire brisket.
Place the brisket in a large roasting or disposable pan, fat side up. Let it come to room temperature before cooking.
Pour water into the roasting pan but not over the top of the brisket. Then cover pan tightly with aluminum foil. and place in the oven.
Bake the Brisket
Bake for 3 ½ hours, then check with a meat thermometer. The meat should read 180°F before continuing. You may need to continue baking if it isn’t up to that temperature.
Add BBQ Sauce
Combine the ingredients for the BBQ sauce. Remove the foil and spoon the BBQ sauce over the meat. Do not re-cover the pan with foil.
Continue Baking
Increase the oven temperature to 350°F and bake for another 30 minutes.
Turn off the oven and let the meat sit in the oven for another 30 minutes (without opening the door) before serving.
Rest the Meat
Remove the brisket from the oven and let it sit and rest for 10 minutes before serving (The brisket is cooked when the temperature reads 195°F. NOTE: The meat will rise in temperature by about 10° after it is removed from the oven while it rests).
Serve
To Serve, transfer the brisket to a cutting board. Discard the cooking liquid. Slice the brisket against the grain for the best, most tender results.
Notes
Cooking this for hours in the oven will help it cook slowly and keep it juicy and tender.Cook the brisket with the fat side on top. This ensures the fat constantly drips over the meat as it cooks.

Store in an airtight container in the refrigerator for up to 5 days.
